A pathological focus on Cutting Costs led to Port Phillip’s “BinGate”.
Why were nearly 7,000 garbage bins not collected in July last year and why are too many bins still being missed by garbage collectors contracted to the City of Port Phillip?
Now we know.
An independent review commissioned by Council released in recent days found that getting the lowest price beat evaluating the quality of the service.
As the review diplomatically says, the high weighting to price meant that any issues in capability, experience or transition were masked in the overall tender score.
The tender assessment process was so poor and inadequate that, the level of due diligence conducted by the Council on pricing did not include consideration of whether the waste services could be delivered at the tendered price.
A rampant focus on cutting costs driven by conservative councillors has ended up costing residents dearly.
Basic details like route maps were not provided to the new contractor.
Bingate and so much more shows that Liberal and Ratepayers of Port Phillip councillors can’t be trusted to steward Council finances or its services.
